Michael A. Bailey, Chairman
Since graduating from North Carolina Central University with a degree in Public Administration, Michael has worked in the trenches of North Carolina’s grassroots social issues, serving at a number of local and state institutions, including the Department of Social Services in Monroe, Community Corrections in Whiteville, North Carolina Central University, Fayetteville State University, UNC-Wilmington, and the Governor’s Office of Citizens Affairs under Governor Jim Hunt.
Michael has extensive experience in community economic development, minority and small business development issues and a broad knowledge of local, state, and federal government programs. His chief focus with Fourth-Sector is on green and sustainability issues, preparing for and identifying capital sources, and operational growth strategies.
Scottie Hines, President
Scottie brings 22 years of commercial banking experience to Fourth-Sector, most recently as a Vice President of Operations for SunTrust Bank. Throughout his tenure at SunTrust and Central Carolina Bank, he focused on developing administrative and technology systems for consumer finance products as well as green banking programs. Scottie has a BS in Business Administration from NC Central University.
Jason Spencer, Vice President of Corporate Development
Prior to Fourth-Sector, Jason was a Vice President in the venture debt division of Silicon Valley Bank, where he focused on financing early to mid-stage technology companies, including clean tech businesses. Jason also previously worked in business development at Vcommerce Corp., an e-commerce software & infrastructure firm backed by Benchmark and Pequot Capital, as well as in investment banking for SalomonSmithBarney. Jason is a Certified Green Professional by the NAHB and has spoken to multiple community groups on the benefits of the green economy. He received his BA from Duke University with honors and MBA from the University of North Carolina - Chapel Hill.
